Jan R. Prusinski, P.E., LEED APExecutive DirectorJan is the executive director of the Cement Council of Texas. He has over 30 years of engineering experience, with emphasis in design, research, development, and utilization of cementitious materials in paving and construction. Previously, Jan has worked for the Slag Cement Association, the Portland Cement Association, Houston Lighting & Power, and Bechtel Power Company. Jan is a LEED-Accredited Professional, and has served on numerous boards and committees with the American Concrete Institute (and is a member of ACI Committee 330), the National Concrete Pavement Technology Center, the American Concrete Pavement Association, and the Transportation Research Board. Richard B. Rogers, P.E.Director - Concrete PavementsRich is responsible for promoting concrete pavement solutions to TxDOT's 25 Districts and its central office staff. Additionally Rich promotes concrete paving to Regional Mobility Authorities (CDAs and PPP projects) for local toll road projects, and to airport authorities and their consultants/contractors. Rich has over 35 years experience with TxDOT in pavement design and management, the Air Force with airfield pavement design, and The Transtec Group, a nationally renowned pavement consulting firm. Matthew W. Singel, P.E.Program Manager - Soil Cement and RCC PavementsMatt's market focus is in two areas: Soil cement (which includes full-depth reclamation of asphalt roads with cement, cement-modified soil, and cement treated base), and roller-compacted concrete pavement. Matt works with local engineers, transportation agency officials (TxDOT and local), and contractors to promote stabilization and RCC pavement technologies. Matt has over 20 years experience in promotion and technical service with the CCT, the Southeast Cement Association, road contractor E.J. Breneman, and as a project engineer.
