CCT Presents Paving Award to Austin's Mayor Lee Leffingwell

ACPA_Award_-_Austin_City_Council_small.jpgCCT's Richard Rogers, Director of Concrete Pavements, presented ACPA's Gold "Excellence in Concrete Paving Award - Industrial Pavements" to Austin's Mayor Lee Leffingwell and Austin Water, at the City's December 15, 2011 City Council Meeting. The award was for the 15 acre expansion of the Hornsby Bend Biosolids Management Facility concrete compost pad.

Also present at the presentation were Austin Water's Fred Ramirez, Chasco Constructor's Bill Bambrick, and HVJ Associate's Frank Carmichael.  They were involved with the management, construction, and engineering of the new facility. 

Austin, Texas, for the past quarter century, has recycled its wastewater biosolids, composting them, along with yard trimmings, into a marketable compost called Dillo Dirt™.  Hornsby Bend, a 1,200 acre site, is home to the processing facility. The composting operation requires a pavement that can stand up to fully-loaded trucks, large front-end loaders, and biosolids.  The original 25-acre processing area was built in 1986 using roller-compacted concrete pavement, and most of it is still in service.

When the facility underwent a 15 acre expansion using an ARRA-funded zero-interest loan, continuously  reinforced concrete pavement was used for the new pads; concrete also was used for the stormwater storage basins and repairs to the  haul road. The concrete design not only resists the heavy equipment loads, but also guarantees that zero runoff will occur into the nearby Colorado River, even in the face of back-to-back 100-year storms.

The contractor was expected to finish the project in 24 months, but did so in only 12 months, thanks to precise planning and execution.  

HVJ’s innovative design, Chasco’s efficient construction, and Austin Water’s leadership, vaulted the 15 acre CRCP expansion into national prominence and resulted in this prestigious award.

The American Concrete Pavement Association presented all 31 “Excellence in Concrete Paving” awards in 14 categories for state, local, and private concrete roads and pavements at its annual meeting in December 2011.
