​Rich is the executive director of the Cement Council of Texas.  He has over 45 years of experience, in the design, construction and maintenance of concrete pavements. He most recently served as the Senior Director of Concrete Pavements for the Cement Council of Texas.   Prior to the CCT, Rich has worked for The Transtec Group as lead pavement engineer and held various positions within the Texas Department of Transportation.  He has served on numerous boards and committees with the American Concrete Institute, ASTM (American Society for Testing and Materials), and the Transportation Research Board.  Rich holds a BS - Civil Engineering from Virginia Military Institute, and an MS - Civil Engineering from the University of Texas.
